Use of School Facilities |

Policy |
|
|
|
Section 1
General Philosophy |
|
|
|
|
It is the
policy of the Region 15 Board of Education that school
facilities be made available to the community for
civic, educational, cultural, charitable, and
recreational needs whenever possible without
interfering with the regular school program and
scheduled upkeep of said facilities. In all
instances, school sponsored activities shall have
first priority. |
|
|
|
|
|
Authorization
for use of school facilities shall not be considered
as endorsement of or approval of the activity, group,
or organization, nor the purpose they represent. |
|
|
|
|
Section 2
Priority List and Group Descriptions |
|
|
Priority for
the use of Region 15 facilities shall be based on the
listing below, with Group A being the highest in
priority, Group B being the next highest, and so on,
with Group G being the lowest in order in priority. |
|
|
|
|
|
Group A: |
School and
school directed activities. School affiliated
activities and organizations. |
|
|
Group B: |
Official
Middlebury and Southbury government bodies and
agencies. |
|
|
Group C: |
Local national
groups serving the interests of children, such as Boy
Scouts, Girl Scouts, 4-H Clubs, etc. |
|
|
Group D: |
Local civic,
social, religious, and political groups. |
|
|
Group E: |
Local
not-for-profit groups that charge fees. |
|
|
Group F: |
Local
for-profit businesses and groups. |
|
|
Group G: |
Out-of-town
organizations. |
|
|
|
|
|
Section 3
Establishing Priority within a Group Defined in
Section 2 |
|
|
|
a. |
Activities
involving youth get priority over activities that do
not involve youth. |
|
b. |
When two or
more groups request the use of the same facility for
the same dates and times and each group involves
youth, the group with youth from both Middlebury and
Southbury gets priority over a group with youth from
only one of these two Towns. |
|
|
|
|
Section 4
Specifying the Use of the Facility |
|
|
When facilities
are requested, a specific use, including date, time,
and duration, must be listed. If the facilities
requested are not used, the applicant can be denied
primary access to those facilities in the future. |
|
|
|
|
Section 5
Fees |
|
|
|
a. |
Building Fees.
Building fees for the use of school facilities will be
judged according to the category into which the
requisition falls as listed on the priority list and
according to the use made of the facilities. The
schedule of fees shall be set by administrative
regulation. Additional fees may be charged according
to special characteristics of the requested use. |
|
b. |
Personnel
Fees. All groups using custodial, kitchen staff, or
audio-visual technician services will be charged
according to the administrative regulations. |
|
|
|
|
Section 6
Facilities Available |
|
|
Facilities
available for use include: outdoor playing fields,
auditoriums, gymnasiums, cafeterias, kitchens, shower
rooms, classrooms, special rooms, and pool.
Facilities will not be available on legal holidays,
but may be available during school vacation periods
and summer months. |

|
|
Section 7
Application for Use of Facilities |
|
|
The school
Principal shall be responsible for acting on all
building requests in Group A. The Assistant
Superintendent for Business or his/her designee shall
be responsible for acting on all requests from Groups
B, C, D, and E and all athletic and grounds use
requests. The Board of Education shall be responsible
for acting on all requests from Groups F and G. |

|
|
Section 8
Liability |
|
|
The Board of
Education, acting as an educational agency of the
State of Connecticut and not in propriety capacity, is
protected by governmental immunity. Organizations in
Groups A through G must provide evidence of liability
insurance in the amount set forth in the
administrative regulations for this policy. |
|
|
|
|
Section 9
Police and Fire Protection |
|
|
The
organization sponsoring the activity is responsible
for the arrangement of and payment of police and fire
protection as required by law. Permission will not be
granted for the use of the facilities until written
assurance has been given that these arrangements have
been made. |
|
|
|
|
Section 10
Alcoholic Beverages |
|
|
Alcoholic
beverages are not permitted at any time in school
buildings or on school grounds except through written
permission by the Superintendent. |
|
|
|
|
Section 11
Smoking |
|
|
Smoking is not
permitted at any time in school buildings or on school
grounds. |
|
|
|
|
Section 12
Use of Pool and Gymnasium for Athletic Events |
|
|
|
a. |
Groups using
the pool facilities must provide proper supervision.
The application for building use shall designate the
number of chaperones and their duties. Groups using
their own lifeguards must provide a copy of dated
certificates. The Superintendent of Schools or his
designee will review and approve all arrangements for
supervision. The number of chaperones and/or
lifeguards required is specified in the administrative
regulations. |

b. |
Additional
liability insurance coverage is required as specified
in the administrative regulations. |
|
c. |
Each group
using the pool or gymnasium will adhere to the
additional special rules and regulations pertaining to
that facility. The applicant is responsible for the
entire supervision of participants, spectators,
facilities, all equipment and payment of fees. |
|
d. |
Facilities
designed specifically for childrens use, example:
elementary gymnasium, shall not be loaned or rented
for use by adults for athletic events. |
|
|
|
|
Section 13
Motorized Vehicles |
|
a. |
The use of
snowmobiles shall be prohibited on school properties. |
|
b. |
The use of
motorcycles, mini-bikes, and motor scooters shall be
prohibited on school property unless used by students
in going to and from school. In such instances,
travel shall be restricted to established routes. |
|
c. |
Each school
Principal can establish regulations concerning the use
of motorized vehicles at that school. |
|
|
|
|
Section 14
Property Damage Liability |
|
|
|
|
Damage to
school property must be paid for at current
replacement/repair costs by the organization causing
the damage. The organization will be liable for all
damage to facilities and equipment due to vandalism,
negligence, and/or misuse. |
|
|
|
|
Section 15
Auditorium |
|
a. |
Organizations
using the auditorium are not permitted, at any time,
to change the electrical or electronic circuits in
that facility or to change the setting of the
thermostatic controls. |
|
b. |
All school
rules for the use of facilities and equipment must be
adhered to. |
|
|
|
|
Section 16
Miscellaneous Provisions |
|
a. |
The Board of
Education assumes no responsibility for properties
left on the premises by the applicant. |
|
b. |
The Board of
Education reserves the right to reject any or all
applications, or to cancel the privilege of any
organization to use the facilities. |
|
c. |
An organization
must have in attendance, at any of its functions and
until the facilities are in a clean and orderly
condition, a custodian, or other responsible member of
the school system such as a member of the professional
staff or school Board member. |
