FUND RAISING

 

Policy

 

 

 

It is the policy of the Region 15 Board of Education to protect the student body and the public at large from undue financial exploitation.  While the stimulation of student participation and responsibility is vital, the Board recognizes the potential for an overemphasis upon fund raising as well as its own obligations to provide funds for the effective operation of school programs.

 

 

Sale of Merchandise to or by Pupils in School

 

The sale of merchandise by pupils to pupils in school or on school grounds shall be prohibited except w hen specific approval has been given by the Principal in writing.

 

 

 

Sale in school or on school grounds of merchandise other than traditional graduation items (rings, yearbooks, etc.) or solicitation of such sales by outside agents is subject to written approval of the Superintendent of Schools or his/her designee.

 

Sale of Merchandise Outside of School

 

The sale of merchandise by pupils outside of the school and/or off school grounds for school sponsored activities shall be authorized only by written approval of the Superintendent of Schools or his/her designee

 

 

Provision of Services for a Fee

 

The provision of a service (i.e., car wash) for a fee by students is subject to Principal’s approval if on school grounds and the Superintendent’s approval if off school grounds.  For purposes of clarity, the solicitation of sponsors’ names for publication in books or on programs shall be considered a service and be subject to the above provision.

 

Solicitation of Items for Sale

 

The solicitation from pupils and by pupils of any merchandise for resale shall be prohibited except when solicitation is from within the student group sponsoring the sale (i.e., class or club food sales, junior auction, etc.).

 

Student Solicitation of Funds

 

All student solicitation of funds which provide no merchandise, service or other form of return to the contributor is prohibited unless the total of such funds are donated to predetermined charitable causes approved in advance by the Superintendent.  Such activities are limited to a single activity per year for each school.

 

Adult Support Group Activities

 

Fund raising activities by adult working with pupils are subject to the above stipulation.

 

General Considerations

 

Approval of all fund raising activities covered by this policy shall only be granted when the activity is a part of a fund raising effort directed at the support of a specific educational activity or program of activities.
