|
It is the policy
of the Board of Education that the private tutoring of
youngsters is a business arrangement negotiated between
the tutor and the client. Whether a tutor is a Region
15 employee or not, when functioning in that capacity,
all tutors contracting privately with parents are
considered private vendors and, as such, are subject to
the following requirements if they wish to use Region 15
facilities for that purpose: |

a. |
Private tutors
must complete a Region 15 Building Use Form. |
|
|
|
b. |
Board of
Education Policy No. 1330 Use of School Facilities
Administrative Regulation classifies tutors as Group F
users (local for-profit groups). As a result, users are
responsible for all fees identified in this regulation
that include: |
|
|
|
|
1. |
owning $500,000
bodily injury liability insurance policy that names
Region 15 as an additional insured party; and |
|
|
|
|
2. |
paying the daily
classroom charge in accordance with Policy No. 1330. |
|
|
|
In addition, the
following provisions apply to Region 15 certified staff
members who work privately as tutors: |
|
|
|
1. |
Region 15
employees may not tutor students during the teachers’
workday. |
|
|
|
2. |
Region 15
employees may not tutor students who they have direct
responsibility for instructing. |
|
|
|
3. |
Region 15
employees shall not solicit tutoring or publicize their
availability to serve as a tutor at any time on school
property, except as set forth below. |
|
|
|
4. |
Region 15
employees shall not recommend tutors to parents, except
as set forth below. |
|
|
|
5. |
Region 15
teachers interested in tutoring may ask that their names
be placed on a master list of available tutors. The
District Personnel Office shall maintain the master list
of Region 15 teachers available for providing tutoring
assistance. Such teachers may also specify the subject
area(s) in which they would be available for tutoring.
The District master list will be distributed to each
building Principal and the Guidance Department. Parents
interested in retaining tutors may refer to this list
and privately contact the tutor. |

6. |
Region 15
employees who accept any such tutoring engagements are
acting as private individuals, and such tutoring is
outside the scope of their employment with Region 15.
Region 15 assumes no duty of care or other
responsibility to such tutors or to parents engaging
such tutors, as any such tutoring engagement is a
private commercial matter between the parties. |
