Policy

 

 

 

It is the policy of the Region 15 Board of Education that:

 

 

A.

Eligibility ‑ Home instruction is to be provided only when no other educational program is possible and only when one or more of the following conditions apply:

 

 

1.

A physician indicates that the child is unable to attend school for medical reasons.

 

2.

The child has a handicap so severe that it prevents him from learning in a school setting, or his presence in school constitutes a hazard to his own or other children’s safety and welfare and the Commissioner of Education concurs that home instruction is a satisfactory program for the child.

 

3.

A special education program is being planned.

 

4.

The child is pregnant or in a post-partum period.

 

5.

The parents of the child are unwilling to accept the special education program offered by the Board of Education and the Commissioner of Education rules that home instruction is the most satisfactory and economically feasible alternative.

 

6.

The Individual Education Program (IEP) team recommends home instruction as a supplement to the child’s in-school program.

 

 

B.

Pregnancy ‑ When a child is pregnant or has given birth, the Individual Education Program (IEP) team should consult her physician to determine when and for how long home instruction would be in the best interest of the child.

 

 

 

 

C.

When Required ‑ When a child’s condition may cause him to be absent for at least three weeks and nothing in his condition precludes instruction, home instruction should begin no later than two weeks from the first day of absence.

 

 

 

 

D.

Number of Hours ‑ Provided the child’s condition permits, the Board of Education is to provide home or hospital instruction whenever necessary for exceptional children as follows: 

 

 

 

(a)

children in kindergarten who meet the conditions describes in 1. and 2. Above, (a minimum of five hours per week);

 

 

(b)

children in grades one through six, (a minimum of five hours per week);

 

 

(c)

children in grades seven through twelve, (a minimum of eight hours

 

 

E.

Other Services ‑ Children on home or hospital instruction should have special education services in accordance with their individual needs similar to those provided to handicapped children who are in school.
